          Currently working as Director - Technical at EML consultants, Formerly Chief Executive Officer of EML Consultants (Pvt) Ltd and Nikini Automation Systems (Pvt) Ltd., Lecturer at the City University of New York and Assistant Soil Chemist at the Rubber Research Institute of Sri Lanka. Holds a Ph.D. in Environmental Biology from the City University of New York and Master of Philosophy Degrees in Biology (USA) as well as in Botany (Sri Lanka). B.Sc. in Agriculture. Has received several Awards, Fellowships and Grants during the academic career.

          He has gained wide experience in Project Management through his career at EML Consultants. His areas of experience include Environmental Management, Clean Development Mechanism and Climate Change, Natural Resources Management, Training and Capacity Building on Local Government Planning and Budgeting, Strategic and Master Plan development, SME sector development and related laws and regulations, project results monitoring and impact assessments etc. Specialized training in Project Management, Public Private Partnerships, Participatory Planning and Good Governance (USAID), Green building concepts (USGBC), Industrial productivity through Automation (APO, Japan).

          Fellow member of the Chartered Institute of Management Accountants, UK, he also holds a bachelors Degree in Science from University of Colombo. He started his career with Hayleys Ltd one of Sri Lanka's largest exporter and subsequently moved on to the National Development Bank (NDB) as a project analyst. He joined Lank Orix Leasing Co. Ltd. (LOLC) as Marketing Manager and initiated its diversification into factoring by setting up Sri Lanka's first factoring company Lanka Orix Factors Ltd., He was the Managing Director/Chief Executive Officer of LOFAC and was responsible for its rapid growth and development.

          In 2005, Mr Senaratne ventured into a career in consultancy. Since then he has done assignments for several international institutions such as International Finance Corporation (IFC), Asian Development Bank (ADB), International Labour Organization (ILO), Japan Bank for International Corporation JBIC and other donor agencies in Sri Lanka as well as in other countries in the South Asian region. He has both private and public sector experience in areas such as financial management, strategic planning, conduct of due diligence studies, credit and operational risks management, community based carbon finance projects, micro finance etc. He has attended several international training programmes, addressed several international conferences and contributed articles to various journals in Sri Lanka and abroad. He was the President of the Chartered Institute of Management Accountants, Sri Lanka Division during 2002/03. Previously he has been a Council member and the Deputy President of this institution. He was also a Member of CIMA U.K. Council representing Sri Lanka's membership during 2004-2007. He has also held several board positions in public and private sector institutions

          Advisory Services on Interantion Factoring - Dun :Provided advisory services to Dun and Bradstreet, India for a study on Factoring for medium, small, and micro enterprises (MSMEs) in India commissioned by Small Industries Development Bank of India (SIDBI)



          Experience



          Improving Access to Financial Services - Ministry of Finance, Pakistan

          This TA project provides advisory services to State bank of Pakistan and Ministry of Finance for the development of a national strategy for an Inclusive Financial Sector; and conduct in conjunction with the relevant agencies, stakeholders consultations and forums to ensure adequate inputs and participation of stakeholder groups. One component of this project is the capturing carbon credit opportunities Services provided are : Introduce international best practices carbon credit programs, Advice State Bank of Pakistan and Government agencies concerned on current international frameworks and country case studies for effectively channeling carbon credits financing to households through Ministry of Finance, banks and other institutions, Conducting feasibility studies for capturing carbon credit (grant) financing for households and the poor, Conducting workshops for stake holders to disseminate findings and create awareness on carbon credits financing, Develop an emission baseline for Pakistan as an essential benchmark for any PDD being developed for registering projects for CDM, Develop an overall carbon strategy and implementation framework for Pakistan, and Organize training workshops to build capacity. This assignment also included developing financial models to facilitate investment in carbon saving projects by rural community and households and finance of such projects through micro finance products. Recommendations also included combining carbon credits with poverty alleviation programs.



          Developing international factoring in Bangladesh for SouthAsian Enterprise Development Facility (SEDF) of World Bank/IFC Group

          This assignment covered promoting and building awareness in factoring among exporters, leading private and public sector banks, central bank and other stakeholder's including government departments and ministries in Bangladesh. It also included developing an operational manual on factoring for the use of the Central Bank of Bangladesh Development of risk management guidelines for ULC- Also developed a product risk management guideline for United Leasing Company for its domestic factoring operation. Conducted Diagnostic study for Commercial Bank of Bhutan for IFC SEDF/IFC on needs/ gap analysis in order to determine the preparedness of the this Bank for introduction of SME products.



          Rural Finance Sector Development Project - Ministry of Finance and ADB

          The aim of the project was to strengthen rural finance sector institutions for the provision of efficient service delivery by Rural Finance Institutes (RFIs). The project involved strengthening the govt owned rural financing institutions, making them sustainable over long term and thereby contribute to economic growth and poverty reduction. Development Concepts Services under this project included developing strategic/ corporate plans and intuitional strengthening plans for RDBs, SBSs, and NDTF. In addition DCs was also engaged in development of new MF products and services, financial guidelines, develop policies and procedures, Conduct of training sessions/ workshops, and Assist the IT Consultant in the developments if an management information system (MIS).



          Risk Management

          Developed risk mitigating strategies for a receivable portfolio of a leading beverage company (October to December 2006). Responsible for conducting a monthly financial and management systems review (mainly in the area of risk management) for Colombo Dockyard Ltd, South Asias leading Dry Dock Company (March October 2007), on behalf of the audit from BR de Silva and company



      • Mr. Avanthi Jayatilleke - Director

          Formerly in the Sri Lanka Administrative Service (SLAS), has over twenty five years of experience as an environmentalist/project manager in more than twenty projects funded by major donor agencies including the World Bank, The ADB and USAID. A noteworthy assignment is his tenure as USAIDs project manager responsible for the overall management and implementation of its US $ 26 Million Natural Resources and Environmental Policy Project under which environmental policies and regulations were formulated and legalized in Sri Lanka. In addition, he has also served as Special Advisor to the US Ambassador on environmental related matters. During the past ten years Mr Jayatilleke has served as the team leader for over twenty five Environmental Impact Assessments. In addition, he has served as the Environmental Specialist for several other major projects designed and implemented by EML Consultants (Pvt) Ltd. His experience as an environmentalist covers a wide geographic region including several western countries, the Middle East and the South Asian region.

          Currently he is the Environmental Specialist for the Southwest Area Integrated Water Resources Planning and Management Project (SAWRPMP) in Bangladesh, an intermittent assignment funded by the ADB. He also served as the Environmentalist for the ADBs South Asia Sub regional Economic Cooperation (SASEC) Tourism Development Project, a regional project related to tourism infrastructure, involving South Asian countries. Mr Jayatilake has also been responsible for several initiatives related to climate change in Sri Lanka. These include: Self Assessment for the Preparation of Second National Communication on Climate Change, an action plan for climate change submitted to the United Nations Framework Convention of Climate Change ( UNFCCC), and, the Study on Promoting Clean Development Mechanism [CDM] in Sri Lanka, initiated by Japanese Bank for International Corporation. In addition to his project related activities, Mr Jayatilleke currently serves as Managing Director of EML Consultants (Pvt) Ltd.

          Mr. Duminda Weerasekare is a Fellow member of the Chartered Institute of Management Accountants (U.K) and a Fellow member of the Institute of Chartered Accountants of Sri Lanka. He has over 18 years of Senior Management experience to his credit in firmly established well reputed group of companies. His experience ranges from financial services, to infrastructure development, local government services, manufacturing, hospitality, trading, construction, real estate development, investment holdings and exports.

          He has also undergone an international training programme on Strategy and Management in Banking conducted by the International Development Ireland Limited in Dublin and London. He has also functioned as a National Consultant / Consultant for United Nations Industrial Development Organization (UNIDO), World Bank, Asian Development Bank and Asia Foundation in their projects specialising in Financial Management, MIS and ICT. He was also a visiting lecturer on Financial Management for Post Graduate Programme - Industrial and Business Management, University of Kelaniya.

Has special experience related to investment appraisals and feasibility studies in various industry sectors. Previously he has worked as an account assistant at Hemas Travels (Pte) Ltd and as an accounts trainee at Unilever Ceylon Limited.

Handles the Business Information gathering part of the Dun & Bradstreet correspondent services carried out by DC. Has experience in handling accounts receivable, payable, and in treasury management. Previously has worked as an Accounts Trainee, at Mercantile investments, and as an accounts executive at Confifi Group and Aitken Spence Cargo (Pvt.) Ltd

Recently obtained a Diploma in commercial Arbitration from the Institute of Commercial Law and Practice (ICLP) Sri Lanka. Formerly Director/Secretary of Brooke Bond Ceylon Ltd and consequent to consolidation of Unilever companies (Lipton, Brooke Bond and Unilever) was the commercial controller of Unilever Ceylon Ltd - Tea Division. Gained substantial experience in general management, and foreign trade. Possesses a good knowledge of the taxation system in Sri Lanka. Currently attached to Institute of Chartered Accountants of Sri Lanka, co-coordinating a World Bank funded program. Also functions as Non- Executive Director of several listed companies of which he functions as the Chairman of Audit Committee in two companies. Serves in the management committee of the Exporters Association of Si Lanka (EASL) affiliated to the Ceylon Chamber of Commerce.

          Has wide experience in Corporate and Intellectual Property Law in addition to being a key member of the committee which formulated a draft Insolvency Law for Sri Lanka with the patronage of the Central Bank of Sri Lanka and serves in several professional bodies as a Member or Executive Committee Member including the Association of Corporate Lawyers, the Bar Council of the Bar Association of Sri Lanka, INSOL International, U.K. and the Business Recovery & Insolvency Practitioners Association of Sri Lanka. He has also served in the World Bank funded Legal Reforms Committee of the Central Bank of Sri Lanka. Currently serves as the Group Director - Legal, Corporate Affairs and Joint Ventures in one of Sri Lankas largest hi-tech industrial group of companies, where he is actively involved in contract negotiations and drafting of commercial contracts in addition to litigation work of the group. He has also completed the LL.M in International Trade Law from the University of Wales.

          Formally Director Human Resources & Institutional Development of Mahaweli Authority of Sri Lanka (MASL) and facilitated in the largest restructuring & voluntary early separation package (VESP) of MASL with Tennacy Vally Authority, USA, sponsored by World Bank. Worked as a HR advisor in Sultanate of Oman. University visiting lecturer and Master Trainer. Worked as a consultant with World Bank, Hivos, UNDP, JICA, USAID, CIDA, IFC, ADB and Netherland bi-lateral projects.

          During his career he has engaged in analysis of gaps in skill training, capacity building, reorientation, change management , review and update training need assessment, preparation of need based training policy, preparation & implementation of local & overseas training plans, based on the training needs suggest renovation requirements for existing training centres for their enhanced roles, coordinated with specialized organizations in development and implementation of TOT courses for officials in connection with participatory management, preparation of proposals to get support of probable international institutions in pursuing the training courses & as a master trainer.

          Was a visiting Lecturer HR at MBA, Sri Jayewardenepura University & ICFAI University, India. Holds an MBA (Colombo University), BA Special degree in Economics, B.A (General) & a fellow of the Chartered Institute of Management - FCIMgt (UK).
